Product brief
The primary user is a product manager preparing a bounded experiment decision for review. A positive headline can distract from harm, assignment defects, and uncertain estimates. The observable outcome is one reviewed verdict citing specific evidence and preserving its rules.
The principal alternative is a spreadsheet with a separate decision memo. That is flexible but can separate the signed decision from its rule revision and underlying evidence. This prototype puts both into one immutable local review.
Scope: one fictional onboarding hypothesis, five curated evidence fixtures, readable uncertainty, explicit guardrails, append-only rules and reviews, local export, and storage recovery. Excludes live allocation, ingestion, causal certification, employer data, and automatic rollout.
A headline improvement is insufficient when exposure is incomplete, assignment is imbalanced, primary evidence is inconclusive, the complaint guardrail fails, or small cells invalidate interval interpretation. Proposed evaluation: ask reviewers to recognize each reason and justify their verdict. No human sessions have been conducted.
